· Provide overall cost and change management leadership and expertise. · Communicate priorities for new and ongoing estimating, planning and cost control activities · Monthly Cost & Schedule Stewardship presentations · Develop Cost Controls Plan and other cost controls manuals · Interfaces with other Services related Functions · Support management with overall project cost analysis, reporting, forecasting, budgeting and change management. · Prepare overall monthly cost reports (budgets, forecasts, expenditures, commitments). • Control of outgoing invoices • Develop and implement accounting, cost engineering /reporting procedures as well as auditing of invoicing procedures per Russian standard guidelines • Manager reporting process, including work breakdown structures (WBS), as well as execution of spend / expenditures reporting to both company and client management • Ensure contract compliance to all general terms and conditions as well as commercial schedules included in the primary agreement
